Professional History

Railway Station refurbishment project: Pre-contract analysis of tender documentation and sub-contractor packages.

Railway stations refurbishment project: Responsible for financial control from pre-contract to settlement of final account. Duties included:

  1. Reconciliation of internal bill of quantities.
  2. Procurement of sub-contract, including preparation of tender documents, invitation to tender, analysis of bids, negotiation and selection.
  3. Measurement and valuation of sub-contract accounts.
  4. Preparation and presentation of monthly cost/value reconciliation and quarterly end-day forecast reports.
  5. Preparation and negotiation of external valuations.
  6. Preparation, negotiation and agreement of variation account.
  7. Replying to contractual correspondence.
  8. Consideration of alternative specifications and working methods to improve profit levels.

School New Build: Took control of project at late stage. Drafted final account from scratch. Valued, negotiated and settled sub-contractor accounts.

Property Refurbishment: Drafted, negotiated and settled final account on problem contract from scratch after completion on site by another QS. Advised client regarding loss & expense.

Hospital Kitchen Refurbishment: Valuation, negotiation and agreement of M&E accounts with sub-contractor and client. Analysis and defence of loss & expense claim from sub-contractor.

Assignment to Project Management Unit, Government of Guyana: Healthcare II Project - £10 M new build hospital. Reporting to Project Manager, responsibilities as follows:

  1. Analysis of monthly valuations as certified by Architect. Drafted report for use by the Ministry of Health, Funding agency and Project Management Unit.
  2. Advising Project Manager and Ministry of Health. Subjects advised on:
    • Extension of time.
    • Loss and/or expense claims.
    • Prelims during Extension of Time.
    • Sectional completion.
    • Practical completion.
    • Variation valuation.
    • Defects liability period.
    • Warranties and Guarantees.
    • Maintenance obligation of contractor.
    • Local labour, expatriate fluctuations.
    • Architect’s fee fluctuations.
    • Insurances.
    • Finality of Architect’s certificates.
    • Termination of Architect’s employment.
  3. Representing the client at Ministerial project co-ordination, project progress and consultancy meetings.
  4. Re-valuation of £ 3.08 M worth of Mechanical and Electrical rates submitted by the contractor.
  5. Re-measure of internal floor, wall, and ceiling finishes.
  6. Analysis of Contractor’s submitted quotes and recommendations to Project Manager.
  7. Draft of proposal for Planned Preventive Maintenance programme for civil, Mechanical and Electrical works.
  8. Negotiation with candidates to replace incumbent Architect. This involved drafting an action plan with timetable and costs for Client.
  9. Review of contract conditions in draft bid document for Medical instruments. Recommendation to Consultant Project Manager.
  10. Reconciliation of materials paid for through measured work and those delivered.
  11. Negotiation and supervision of minor contracts.
  12. Supervision and training of two undergraduate trainees.
